The Ugandan Public Service has evolved its performance management systems from a confidential behavioral-based approach to an output-based system, and now to a results-based (programme-based) budgeting system. This circular provides guidelines for implementing the Balanced Score Card framework to align performance management with national strategic objectives and results-based budgeting. It covers aspects like core values, behavioral assessments, performance improvement plans, and the roles of supervisors and public officers in the appraisal process.
